Do we need a CB radio if we have to respond?

No you do not.

The main form of contact will be your mobile phone (assuming you have one of course). SMS and Voice calls have a much greater range, reliability and prevalence.

Yes. There's no limit on how many nationaly registered 4x4 groups you can be a member of, so long as you feel you can offer something to each group.
